• Uniformity in France, old provinces abolished in November 1789 and new equal areas with council of 36 brought in.
• Decentralisation gave power to local areas, prevented monarchy absolutism returning.
• Difficulty filling local government roles due to income qualifications needed, mostly was bourgeoisie.
