Black Codes

• restricted right of African Americans to complete for work with white people
• gave states the right to punish vagrants and unemployed former slaves
• gave states the right to return vagrants and unemployed former slaves to forced labour
• allowed those who attacked Africa Americans to go unpunished with state officials often participating in attacks
• Johnson allowed southern states to pass this law because he only cared about the Union , not the rights of the African Americans
