  • Realists did not believe disarmament would work because as seen in the Kellogg-Briand Pact 1928, which was an agreement not to use war to resolve disputes or conflicts of whatever nature or of whatever origin they may be which may arise among them. The pact was signed by Germany, France and the US but it did not end WWII or stop militarism. It was ridiculed for its moralism and legalism as it had no mechanisms for enforcement.
  • Carr explained that the failure of the Paris Peace Conference was to prevent future wars. He did this in 1919 as the Paris Peace Conference was signed to establish a new world order. The creation of the League of Nations to establish lasting peace through conflict resolution and disarmament.
  • Carr said that Paris Peacemakers were idealist and utopian as they had too much faith in democracy and international organisations.
  • Carr believes that power politics can prevent war. Liberal peace makers ignored the most basic fact of international relations, that states are driven by self interest. Only power can constrain power
