Realists did not believe disarmament would work because as seen in the Kellogg-Briand Pact 1928, which was an agreement not to use war to resolve disputes or conflicts of whatever nature or of whatever origin they may be which may arise among them. The pact was signed by Germany, France and the US but it did not end WWII or stop militarism. It was ridiculed for its moralism and legalism as it had no mechanisms for enforcement.
