• ONC embraced "big government" with the Labour government's welfare state and creation of the NHS
• ONC still favours pragmatism as the Conservative party needed to win elections and the electorate were dominated by the working class
• Macmillan supported 'planned capitalism' and built 300,000 social homes a year
