    > poor may wish to abolish poverty but don't have power to do so

    -the law is part of the structure of society & constrains behaviour
    -by conforming to the law, people allow it to continue existing
    -people may decide some laws are outdated/irrelevant & choose to break them
    -eventually those laws must be abandoned/modified, or the legal system will no longer be effective
