Germany experienced revolution (became a democratic system) in order for the political party to gain a position in the government

Weaknesses of the constitution
Proportional representation encourage lots of small political parties. No political party could get the majority
The president had too much power. It's possible that he could turn into a dictator (by using Article 48)
Weak coalitions were the only way to gain power and lead Germany
The Constitution was weak because strong German states such as Prussia still held power through the Reichsrat.
Strengths of the constitution
All Germans had equal rights including right to vote
Proportional representation made sure that political parties were allocated seats in the parliament in number of votes they got
Not one person or group could hold too much power.
