  • Increased taxes and decreased government spending to balance budget.
  • Revenue Act (1932) - decreased purchasing power of the employed
  • Emergency Relief and Construction Act - 'needy and distressed'. Hoover stated ' I do not expect any states to resort to it, expect as a last extremity'.
