    The process of delegating power, but not sovereignty.
    This power can be returned back to parliament.

  • Devolution in England
    England does not have a single parliament, but various powers have been transferred to different regional bodies. Metropolitan councils were established but then abolished by Thatcher on account of high expenditure.
  • New Labour (1997-2010)

    Established 2 new institutions, elected mayor and Greater London Assembly which share oversight of each other. Powers over policing, transport, and economic development.
    2009 - Combined authorities created which allowed local authorities to pool resources.
  • Lib Con (2010 - 2015)
    Scrapped Regional Development Agencies, developed own plans for city regions. Powers for city regions vary, including economic plans, housing and skills.
    Also introduced Police and Crime Commissioners who are accountable for policing standards.
  • Con Government (2015 - 2024)
    Committed to granting more powers.
    Announced local authorities could keep business taxes raised locally instead of going to central gov. Gave local bodies more spending power and financial independence.
    Allow cities own budgets for health and social. Manchester granted a £6 billion budget.
