  Should be guided by experience. Change should be gradual.

  Prevent bad rather than cause good.
• Society

  Complex, organic. Difficult to impose blueprints on. Moderate change to avoid upset.
• Economy

  Free market the natural state. State involvement not dismissed but should be limited.
