• Came into effect lent 1861
• State serfs freed 1866
• Granted freedom and allotment of land
• Landowners were compensated
• Freed serfs had to pay redemption payments for 49 years
• Serfs had to remain in the mir
• Volosts set up to supervise mir
• 2 year period of temporary obligation before granted freedom
• 15% of peasants still temporarily obligated to their landlord until 1881
