  • All major nations would join the league

  • if there was a dispute the countries had to follow the league

  • If any member did break the covenant and go to war, other members promised to send troops if necessary to force them to stop fighting
  • The league relied on all countries to stick to the covenant
  • -> In the 1920s however, Britain and France were bankrupt and couldn’t enforce the sanctions and principles. They also couldn’t go to war again
  • When Congress voted in 1919 they defeated President Wilson’s hopes of being in the League -> isolationism
