  • Need to include experience, name and ability
    There are natural backbenchers who do not have the desire for high office.
    General ability as a communicator is important, arguably more so than specific knowledge.

    An incoming prime minister will want to stamp their own authority on the gov. E.g Theresa May made a number of changes.
  • Rewarding loyalty
    Rewarding supporters is often done through Cabinet appointment.
  • Maintaining factionalism
    PMs will often be keen to balance both wings of the party, e.g pro leave and remain Conservatives.
  • Uphold diversity
    PMs will often need to balance demographic factors.
