    • Catholics were not happy with the Settlement, especially the Act of Uniformity
  • Elizabeth passed laws to minimise Catholic threat:
    • Recusants (refusing to attend CoE services) were forced to pay one shilling for every absence from weekly Church
    • Catholics who still refused to attend services were forced to pay £20 a month - anyone persuading someone to Catholicism was guilty of treason
