Reformers

• Octobrists were led by Guchkov and Rodzianko.
• Octobrists began after 1905 revolution and were moderates. They did not want to overthrow tsardom but pointed out failings and supported limited constitutional reform.
• Kadets were led by Milyukov.
• The Kadets wanted a constitutional monarchy, where the Tsar would be restricted by a democratically elected constituent assembly.
• The Kadets wanted recognition of trade unions and the right to strike and campaigned for civil rights and for social reform.
