• Political manifestos: political parties establish proposals in a manifesto
• Law commission:

  full time independant body set up by the law commission act 1965 and 2009.

  The codify, consolidate, repeal ,and reform proposals
• • Codificaton: bringing all the law on one topic in one place
  • Consolidation: draw all existing provisions into one act
  • Repeal: remove out of date statute
  • Reform: receive and consider proposals for law reform
• They draft bills for government to consider. E.g: occurpiers liability act 1984
