• Legislative process:

  1. First reading - HoC - proposal
  2. Second reading - MPs - debate - HoC - vote
  3. Committee stage - examination + debate via readings
  4. Report stage - HoC - vote + debate
  5. Third reading - HoC - final debate + no amendments
  6. HoL - same process + ‘ping pong’
  7. Royal assent - monarch consent

  Advantages: 

  • A democratic process
  • Allows different views to be considered
  • Duration allows thorough consideration

  Disadvantages:

  • It takes too much time
  • Controlled only by the government
  • It can be difficult to understand
