• Alexander II= descended through Tsar's family, divine right from god
• Alexander III- descend through Tsars family, divine right from god
• Nicholas II- descendent of Tsars family, divine right from god
• PG- no legitimacy as not voted in and no constituent assembly yet, upper class and elites, shared power with Petrograd Soviet
• Lenin- civil war, Krondstadt sailors, did not get majority in first elections so shut down constituent assembly
• Tsars had hereditary power, none voted in
• Tsars had religion on their side whilst Lenin and PG had no legitimacy
• Romanov family ruled for 300 years
