    yes, they usually do. however some may only affect certain parts
  • what are the 2 types of public bills?
    government bills and private members bills
  • government bill
    these are introduced by the government and they may get ideas from sources such as their party manifesto. an example of this is the Constitutional Reform Act 2005 which created the Supreme court
  • private members bill

    these are put forward by backbench mp's from any political party.
    MP's put their name into a ballot at the beginning of the year and 20 names are drawn.
    these 20 MP's are then allocated 10 minutes to explain their bill to the rest of the house
    Eg. The Abortion Act 1967
  • hybrid bills
    these combine features of both bills. they are government bills which affect certain individuals and bodies in ways that do not affect everybody. such as the HS2 bill
