  The introduction of the Major-Generals was, to a degree, a result of Cromwell's and Lambert's overreaction to the failure of the First Protectorate Parliament, the Western Design (an attack on Spanish colonies) and, more directly, the apparent renewed Royalist threat. Cromwell made clear his frustration that was now heightened by rumours of Royalist plotting.
