    Parliament give powers to other bodies to make law on their behalf

  • Bylaws
    Laws made by local councils - Local Government Act 1982
    Includes:
    • Parking restrictions on matchdays
    • Railway Regulations Act 1889 - feet on train seat - R v Fadol
  • Statutory Instruments
    Laws made by government ministers e.g. Minister for Education.
    3000 are passed a year

    Will have a Parent Act to initially pass power to department which will include what they can change and the process to follow
    • e.g. Dangerous Dogs Act 1991 (Parent Act) which allows Home Secretary to add breeds on later
  • Order in Council
    Laws made by King and Privy Council (e.g. Prime Minister), without needing vote in Parliament if enabling act allows
    Can make laws if:
    • It is an emergency - Civil Contingencies Act 2004
    • To give effect to EU Directives
    • To transfer responsibility between government departments
    • To bring Acts or parts of it into force
