    4. Local authority, community groups, and private companies decide on an imaginative project
    5. Together all partners formulate a written 5 year plan
    6. Plan is submitted to central government (Downing Street)
    7. Government decides on which proposals to fund
    8. Most successful bids combine social, economic and environmental outcomes.
