Why must you treat a phosphate rock first before using it as fertiliser?

so plants can't

Ammonium Sulfate fertiliser practical process:
Use a
pipette
to put
ammonia
solution in a
conical
flask
Add dilute
sulfuric
acid 1cm^3 and
swirl
Dip
glass
rod into solution and place on blue
litmus
paper
Repeat step 2 and 3 again till paper turns
green
Pour Ammonia sulfate into
evaporating
basin and allow to
crystallise
