• set up a Council of Wales based at ludlow where his oldest son would live. it was the administration of the whole of Wales and the welsh marches
• the council dealt with the problems of lawlessness and extended royal legal powers in the Marches as well as in Wales
• Duke of Buckingham felt he should have more power and influence in Wales. the Woodvilles have too much power
• at the start of Edward's second reign Wales continued to be a problem as the Lancastrian japer Tudor didn't fleet the area until September 1471
