Possible for some actions to have two effects, if the person intends the good effect then the action can be justified. e.g self defence is right to preserve life but not if it is with the intent to kill someone
Aquinas believes that intention matters in the double effect, he was a deontologist and focused on actions

What are exterior acts?
Acts that can be seen and are actuallyperformed.
An action may have two effects or end results, the action itself cannot be bad but only good or neutral. The bad effect should not be the means by which the good effect is achieved. The motive should be focused on the good effect
