The migrant labour system should continue
Black Africans in urban areas should be treated be treated as "visitors"
Black Africans should live in the reserves
The use of the term Apartheid attracted a great deal of interest. Malan also began to talk about the "swart gevaar" the black peril.
Malan also constantly referred to the threat of communism, which he linked to racial integration in SA.
He stated that black Africans must live in defined areas of the country, where they would have little or no contact with whites.
In theory Apartheid meant "separate development, the idea that blacks, whites and coloureds should live their lives apart and develop their own institutions, societies and economies.
What made the Apartheid system so objectionable was that "apart" meant completely different standards, which were controlled by whites.
