• Made to cut out waste and improve efficiency in running the government
• Pitt believed career based ability was important
• 1784 India Act passed which removed the rights of the East India trading company
• outcome of the Act was the East India Company still retained large financial and political stake
• patronage - the government control over the Excise Board was strengthened and government accountability increased
• Outcome of patronage - Still existed into the 19th century and Pitt’s reforms sold seeds for the futuse administrations to cultivate but did not have a big difference
