  Main part of the Government. People were selected to be part of the Committee at the annual party congress. Individual towns or local committees elected people to send to the annual party congress

  Small elite group of Bolsheviks that was responsible for formulating policies. Dominated the running of the Communist Party

  The office of the Bolshevik Central Executive Committee responsible or maintaining Law and Order and dealing with opposition.

  Under the Bolsheviks people agreed to be led by a cadre (a group of key personnel) based in Moscow, until a genuine worker’s’ government could be put in place.
