In Stave 1, a young boy in poverty is singing outside of Scrooge's house and this shows how it isn't the boy's fault that he's poor - presents Scrooge as a horrible person as he can't even spare some money for the boy whop has no food.
Dickens is trying to remind us how the poor and rich divide themselves.
