Learning takes place between what a child currently understands by themselves and what a child can learn with an expert's help. This is called the zone of proximal development.
Expert assistance and scaffolding allows a child to cross the zone of proximal development and achieve a higher level of understanding.
Vygotsky said that higher mental functioning (eg. formal reasoning) is only acquired when interacting with experts.
