    • the US government made promises to tribe chiefs that the tribes would be well cared for
    • the IP know that their children would be able to go to school on the reservations and learn to read and write
    • the US government promised that the reservations would get regular food supplies
    • the IP were promised they could continue their hunting lifestyle
    • the US army said they would ensure no rival tribes or outlaws would raid the reservations
  • push factors to move into the reservations;
    • US settlers expansion meant their was less food for the IP - THE Plains Indians Council thought moving to a reservation was the best thing to do for survival
