  • It was normal for the losers of a war to agree to harsh terms. When Russia had withdrawn from WWI in 1918 Germany made them sign even harsher terms
  • Europe was falling apart - empires were collapsing and splitting up, and there was an economic crisis. The peacemakers had to act quickly
  • Under pressure from all sides the peacemakers did what they could. They couldn't satisfy everyone
