• Worked like an international parliament
• Only met once a year to discuss issues
• All member countries had a vote (42 at the start, 58 by 1934)
• In charge of deciding when a new country could join, electing judges to the Permanent Court, voting for non-permanent members of the Council, deciding how the Leagues money was to be spent
• All decisions had to be unanimous before they were passed
