• Met five times a year and in emergencies
• It included Britain, France, Italy and Japan as permanent members and four temporary members
• It was hoped that any dispute could be negotiated
• Collective security was used against aggressors
• The League had a range of powers: moral condemnation, economic sanctions and military force (with each country contributing soldiers)
• Each permanent member had a veto - it could stop a unanimous assembly ruling
