The People’s Republic of China resumed the exercise of sovereignty over Hong Kong on 1st July 1997. Since then, Hong Kong has been a Special Administrative region of the People’s Republic Of China governed according to the Basic Law
The Chief executive of the HKSAR shall be the head of HKSAR and shall represent the Region. He/she shall be accountable to the Central people’s government and the HKSAR citizen.
Policy Address is the official document deliver by the Chief Executive every year. It highlights the measures/policies the government are going to carry out in the coming year.
The Chief Executive shall be a Chinese citizen as well as permanent resident of the HKSAR and have reached 40 years of age. He/she have ordinarily resided in Hong Kong for a continuous period of not less than 20 years, and have no right of adobe in any foreign country.
Eligible Hong Kong residents need to obtain nomination by 1/8 of the members of the Election Commission in order to participate in the election. After that, he/she will be elected through voting by members of the Election Committee. The winning candidate is appointed by the Central People's Government and then become the Chief Executive of HKSAR.
John Lee Ka-chiu appointed 16 non-official members in the new Executive Council in 2022. Among the 16 members, Mrs Regina Ip Lau Suk-yee was appointed the Convener of the Executive Council.
Article 55 of the Basic Law stipulates that the Chief Executive shall appoint members of the Executive Council from among the principal officials of the executive authorities, members of the Legislative Council, and public figures.
Executive authorities are major government officials, including the Chief Secretary for Administration, Financial Secretary, Secretary for Justice, and the Secretary of the 15 bureaux.
Public figures are respected people in different industries, most of whom are professional and hold several public positions.

Assists the Chief Executive in supervising the policy bureaux
Covers specific priority areas of the Chief Executive’s policy agenda
Responsible for forging an effective working relationship with Legislative Council
Financial Secretary
Assists the Chief Executive in overseeing policy formulation and implementation in financial, monetary, economic, trade and employment matters.
In charge of the Government Budget ( consumption voucher scheme )
Secretary for Justice
responsible for all prosecutions in the HKSAR, with responsibility for deciding whether a prosecution should be instituted
provides legal advice to all government departments and bureaux
