  • Under the Republic Act No. 10121 or the DRRM act, provinces, cities, and municipalities now play a greater role in building the disaster resilience of communities and in institutionalizing measures for reducing disaster risks, enhancing disaster preparedness and response capabilities.

  • LDRRMF – The Local Disaster Risk Reduction and Management Fund, is a unique program in the Philippines that encouraged local government investment in disaster risk reduction.
  • DISASTER
    A sudden, calamitous event, bringing great damage, loss, destruction and devastation to life and property.
    A serious disruption of the functioning of society, causing widespread human, material or environments losses, which exceed the ability of the affected people to cope, using their human resources.
  • TYPHOON ONDOY(Ketsana)
    ·       Typhoon Ondoy turned into a disaster because of the amount of precipitation brought by its torrential rains that lasted for several days causing floods and flash floods in Metro Manila.  
    ·       Thousands of houses were submerged in flood water. Hundreds of shelters along river banks and esteros were washed out. Power and water supplies were cut off for several weeks.
    ·       Hundreds of lived perished.
  • DISASTER RISK
    The probability that a community’s structure or geographic area is to be damaged or disrupted by the impact of a particular hazard, on account of its nature, construction and proximity to a hazardous area.
    It signifies the possibility of adverse effects in the future. It is derived from the interaction of the social and environmental process, form the combination of physical hazard and the vulnerability of the exposed.
  • Natural Disasters – There originate form the different ‘forces’ of nature. Natural disasters such as earthquakes, volcanic eruptions, typhoons, and cyclones affect many countries in Asia particularly the Philippines.
  • Human-made Disasters – These disasters occur due to people’s actions against human material and the environment.
                These include transport and industrial accidents, such as air and train crashes, chemical spills, and building collapses.
                Terrorism is also categorized as a human-made disaster.

  • Exposure
                The location, attributes and value of assets that are important to communities (ppl, buildings, factories, farmland, etc.) and that could be affected by a hazard.
     
  • Vulnerability
                Likelihood that assets will be damaged when exposed to hazard.
  • Hazard
    Dangerous phenomenon substance human activity or condition
  • Exposure, presence of ppl, livelihood, environmental services, and resources, infrastructure, or economic, social or cultural assets in places that could adversely affected by which, thereby, physical events and are subject to potential future harm, loss or damage. It may be possible to be exposed but not vulnerable.
  • Physical hazard
                A factor within the environment that can harm the body without necessarily touching it, For examples, vibration and noise.
  • Cultural Hazard
                Also known as social hazards, results from your location, socioeconomic status, occupation and, behavioral choices
  • Economic hazard
                 Refers to major natural disasters which can and do have severe negative short-run economic impacts.
  • Environmental Hazard
    Events which have the potential to threaten the surrounding natural environments and adversely affect people’s health.
  • Vulnerability
                Susceptibility to harm from exposure to stresses associated with environmental and social
  • Agriculture and Food
                Highly dependent on constant water supply and unpredictable growing seasons. Climate related changes disrupt farming activities and hamper agricultural production resulting physical factors.
     
  • Watershed: Forestry, Biodiversity, and Water
                  Major river basins are considered the lifeblood of the Philippine economy. However, because of pollution, unstable resource use and the additional pressure brought on by climate change, these areas have become less viable.
  • Coastal And Marine resources
                Even without climate change, many parts of the PH coasts were already getting damage and deteriorating due to natural causes or human-induced activities.
  • Human Health
                Infectious diseases that are climate sensitive become vulnerabilities pf a population that is threatened by the increasing frequency of extreme climate events. other disease have re-emerged or have become harder to treat.
  • Wealth
    Poor are less able to afford housing and infrastructure that can withstand extreme events and less likely to have access to medical care
  • Education
    With education we can learn how to avoid or reduce many impacts. When populations include professionals trained in hazard, then these people can help the population with their hazard preparation and responses.
  • Governance
    They can advance policies that reduce vulnerability. They can support education and awareness efforts, as well as economic developments to reduce poverty. They can foster social networks and empower individuals and communities to help themselves to prepare for and respond to hazards
  • Technology
    Improves ability to forecasts extreme events. Withstand the impacts of events and recover afterwards. Weatlhier, more educated societies are more likely to have more advances technology.
  • Age
    Children and the elderly tend to be more vulnerable. They have less physical strength to survive disaster and are often mor susceptible to certain diseases.
