    Trees absorb water through transpiration from the soil. So if the trees are cut down then less infiltration is happening, which increases the rate of surface run off as the water remains on land.

    Urbanisation includes roads. When building roads impermeable material is used, meaning there will be less infiltration but more surface run off as the water cannot pass through the ground.
