There are 2 phases in chromatography:
stationary phase: paper (doesn't move)
mobile phase: solvent (travels up the paper)
Substances in the mixture that have a stronger force of attraction to the mobile phase will travel higher up the paper
Substances in the mixture that have a stronger force of attraction to the stationary phase will not travel as high up the paper as those with a strong attraction to the mobile phase
Rf value
the ratio of the solutes distance travelled to the solvents distance travelled
Rf value = distance travelled by substance/distance traveled by solvent
