The manifesto is a document that outlines the party's policies and the party's aims.
The party that wins the election is said to have earned a mandate, which is the authority to govern and implement policies listed in its manifesto.
A government is not legally bound to implement any/all of their manifesto although their may be electoral consequences if they do this.
