In 1986, Pass Laws were abolished and black Africans became citizens of SA.
At the same time, the State Security Council became more powerful.
The leaders of the armed forces and the police became much more involved in government decisions.
Botha had no intention of relaxing security. In fact it became tighter during the 1980's.
