  • In 1985, mixed marriages were permitted, but, as the Groups Areas Act was still in force, couples could still encounter difficulty in finding somewhere to live and educate their children.
  • In 1986, Pass Laws were abolished and black Africans became citizens of SA.
  • At the same time, the State Security Council became more powerful.
  • The leaders of the armed forces and the police became much more involved in government decisions.
  • Botha had no intention of relaxing security. In fact it became tighter during the 1980's.
