  • +   Thorough scrutiny – it goes through a long refinery process
  • +   Consultation – wide range of consultation (e.g. committee stage) with many experts 
  • -    Lack of time – too many bills for parliamentary time so there’s not enough time to debate all bills
  • -    Long process – many bills don’t get to become an act because of the lack of time and long process
  • -    Government control – government is in control of their time and may choose to favour the bills that they want passed
  • -    Complexity – not all people who vote on the bills are experts on the topics they’re voting on
