The municipality serves as a general purpose government for the coordination and delivery of basic, regular, and direct services for the inhabitants within its territorial jurisdiction
A municipality may be created, divided, merged, abolished, or have its boundary altered only by an ActofCongress and subject to approval by a majority vote in a plebiscite conducted by the Comelec
Requisites for creating a municipality:
Average annual income of at least P=2,500,000.00 for the last two consecutive years
Population of at least 25,000 inhabitants
Contiguous territory of at least 50 square kilometers
Officials of the Municipal Government include:
Municipal mayor
Municipal vice-mayor
Sangguniang Bayan members
Secretary to the Sangguniang Bayan
Municipal treasurer
Municipal assessor
Municipal accountant
Municipal budget officer
Municipal planning and development coordinator
Municipalengineer/buildingofficial
Municipal health officer
Municipal civil registrar
Elective and appointive municipal officials receive compensation, allowances, and other emoluments as determined by law or ordinance
The municipal mayor exercises powers and performs duties as provided by the Code and other laws
The vice-mayor:
Presides over the Sangguniang Bayan
Signs warrants for expenditures
Appoints officials and employees of the Sangguniang Bayan
Assumes the office of the municipal mayor in case of a permanent vacancy
The Sangguniang Bayan is composed of:
Municipal vice-mayor as the presiding officer
Regular Sanggunian members
President of the municipal chapter of the Liga ng mga Barangay
President of the pambayang pederasyon ng mga Sangguniang Kabataan
Sectoral representatives
The Sangguniang Bayan enacts ordinances, approves resolutions, and appropriates funds for the general welfare of the municipality and its inhabitants
Members of the Sangguniang Bayan receive a minimum monthly compensation corresponding to Salary Grade 24, or Grade 25 in metropolitan areas
