• poverty - stealing was hard to resist = stealing and cattle rustling
• conflict over resources - big ranchers, small ranchers, homesteaders and IP all wanted the same scarce resources - Lincoln County War (cuase)
• Independent attitude - you had to kill some one yourself for justice - Billy swore to kill everyone responsible for his friends death
• geography - the territories were huge and so had lots of places to hide out - Billy and his gangs had many hideouts and were hard to catch
• weak justice system - governors and law officers were often in gangs, Juries were influenced, Jails were weak - Billy became famous for being able to break out of jail
