  • Germany was bankrupt because of the war (150 billion marks in debt) - therefore, Germany fell behind in paying the reparation in the ToV
  • In December 1922, Germany failed to send coal to France from the Ruhr coalfields - this made France angry - therefore, the French sent troops to the Ruhr and took coal and other goods
  • due to the French taking over the Ruhr, the German gov ordered Passive resistance - which made German workers stop working - the French responded by arresting those who obstructed them and bringing in their own workers - German gov = unhappy, they couldn't do anything because the ToV said France could do this if Germany fell behind in reparations
  • this made the German economy worse
