  • debate + final say on policy
  • cannot remove PM, but can force them out by public criticism
  • can overrule PM
• Criteria for selecting Cabinet:

  • need allies
  • balance between factions
  • best people for job
  • needs to be socially representative
  • needs to neutralise opposition
