  • Four Sectors of Electric Power Industry:
    • Generation
    • Transmission
    • Distribution
    • Supply
  • Person can be classified as either a juridical person (e.g., company, corporation, sister company, government instrumentality, or agency with their own charter or registered in the security exchange commission) or a natural person (e.g., individual with a birth certificate)
  • Supplier refers to any person, natural or juridical, who can act as a broker, agent, or middleman to deliver power to end users
  • Generators are responsible for physically delivering power to end users
  • In the generation sector before EPIRA, the generation sector was monopolized by the government through National Power Corporation (NPC).
  • In EPIRA, the assets, such as planta, of NPC are privatized through public bidding and then called independent power producers (IPP).
  • Grid and transmission are interchangeable terms, with the grid being the high voltage backbone sector and transmission conveying energy from low voltage to high voltage
  • Transmission is regulated by the ERC and allowed to charge end-users as long as it is regulated
  • Transco is a subsidiary of NPC and is responsible for maintaining the transmission network
  • Cooperatives are founded with a singular goal/purpose.
  • Distribution and supplier can be the same entity, and not all suppliers are required to have a license from ERC except for distribution utilities and electric cooperatives within their existing franchise areas
  • ERC regulates Distribution and Transmission through rate making power.
  • The generation is open and competitive through WESM.
  • Transmission is not competitive since it is regulated by ERC.
  • Generation and Supply can impose their own pricing.
  • NGCP - National Grid Corporation of the Philippines.
  • Electrical cooperatives initiate loans from banks for members to receive electrical power by investesting in longer distribution poles
  • Transco is still an existing government corporation, it maintains the assets, related facilities acquired by the government. it is not required to regulate.
  • ERC regulates Generation through certificate of compliance.
  • ERC regulates Supplier through license.
  • ERC regulates Distribution through national franchise.
  • Transco Privatization was done through PSALM Corp. The contract period is 25 years, and subject to renewal of another 25 years. (Maximum contact is 50 years)
  • Small distribution company- peak demand is equal or less than 10 MW
  • Unbundling refers to the detailed breakdown of the bill.
