  • Public Sector:
    • Responsible for formulating tourism policies, plans, and programs
    • Provides guidelines for destination selection and development
    • Promotes travel to and investments in the Philippines
    • Regulates the industry in collaboration with other government agencies
  • Republic Act No. 9593, known as "The Tourism Act of 2009", declares a national policy for tourism as an engine of investment, employment, growth, and national development
  • The Department of Tourism (DOT) is the primary planning, programming, coordinating, implementing, and regulatory government agency in developing and promoting the tourism industry
  • Agencies and corporations attached to the DOT:
    • National Parks Development Committee (NPDC)

  • National Parks Development Committee (NPDC):
    • Ensures fully developed and well-maintained parks
    • Aims for wholesome recreation and socio-cultural education
    • Enriches the country's national identity and heritage
  • Intramuros Administration (IA):
    • Responsible for the orderly restoration and development of Intramuros
    • Ensures the general appearance conforms to Philippine-Spanish architecture
    • Monument to the Hispanic period in Philippine history
  • Philippine Commission on Sports Scuba Diving (PCSSD):
    • Provides standard basic dive rules
    • Regulates scuba sports and technical diving
    • Ensures safety through policy formulation

  • Tourism Infrastructure and Enterprise Zone Authority (TIEZA):
    • Implements policies and programs of the Department of Tourism (DOT) related to developing, promoting, and supervising tourism projects in the Philippines
    • Tasks include building tourism infrastructure, regulating and supervising TEZs, managing TIEZA assets, and collecting the Philippine travel tax
  • Tourism Promotions Board (TPB):
    • Responsible for marketing and promoting the Philippines domestically and internationally as a major global tourism destination
    • Highlights the country's uniqueness, assists in developing tourism products and services, and aims to increase tourist arrivals and tourism investment
    • Markets the Philippines as a major convention destination in Asia and attracts large-scale events, fairs, conventions, sports competitions, and expositions
  • Other Government Agencies Influencing Tourism:
    • Bureau of Immigration (BI): Administers and enforces immigration, citizenship, and alien admission laws, and plays a role in anti-trafficking efforts
    • Department of Foreign Affairs (DFA): Responsible for the State's foreign policy and represents the Philippine government overseas
    • Department of Transportation (DOTr): Primary entity for transportation policy, planning, and regulation
    • Philippine Amusement and Gaming Corporation (PAGCOR): Operates and maintains gambling facilities within the Philippines
    • National Commission for Culture and the Arts (NCCA): Encourages cultural development and conserves the nation's heritage
  • Other agencies influencing tourism:
    • Bangko Sentral ng Pilipinas (BSP)
    • National Economic Development Authority (NEDA)
    • Philippine Coast Guard (PCG)
  • Food and Beverage Sector:
    • Refers to the preparation, presentation, and service of meals and drinks to guests
    • Allows travelers to experience the culture and heritage of a destination country
    • Examples of establishments: restaurants, bars, cafés, cafeterias, and clubs
  • Meeting, Incentives, Conventions, and Exhibitions (MICE) Sector:
    • Dedicated to planning, organizing, booking, and facilitating conferences, seminars, and events
    • Components: Meeting, Incentive, Convention, Exhibition
    • Common MICE events: travel and tour expositions, summits, national and international conferences
  • Attractions Sector:
    • Main reason travelers go to a destination
    • Provide leisure and recreation activities
    • Feature heritage formations and structures that tell the history of a destination country
    • Classified as natural attractions (geographic or geological features) and man-made attractions (structures and sites)
    • Examples of attractions: theme parks, museums, zoos, casinos, cathedrals, churches, castles, communities, and factories
  • Travel Trade Sector:
    • Comprises people and companies that resell travel products and services bought/reserved from other parties
    • Includes travel agents, tour operators, and tour guides linking buyers and sellers in tourism
  • Collaboration in Tourism Industry:
    • Both public and private sectors must collaborate and interact to develop a country's tourism
    • Private sector must abide by government agencies' standards, policies, and regulations
    • Public sector must create and enforce laws and guidelines to regulate the tourism industry
