WR actions against GD

• Chancellor Bruning proposed higher taxes to pay for the unemployment benefits - the right wing, middle class and wealthy opposed
• Chancellor Bruning proposed cuts to the unemployment benefits - the left wing working class and social democrats opposed
• moderate left wing and right wing parties failed to work together - the disagreement meant that the Reichstag became powerless
• unable to get a law passed Bruning had to rule by Emergency Presidential Decree - didn't seem a lot of point in the Reichstag as the use of decree increased from 5 in 1930 to 66 in 1932 - however the decree did not improve the situation and suffering continued
• Bruning resigned May 1932
