    1. In disadvantaged areas free schools and academies attracted the best teachers disadvantaging the other schools further
    2. Uni tuition fees were raised to £9000, which put WC students off going to uni, thus making uni more socially exclusive

    It is difficult to work out whether the pupil premium actually helped those on free school meal as or was just absorbed into the school budget
