Garibaldi appointed himself as a dictator of Sicily and at first was sympathetic to the aims of the peasant revolt - abolished tax collected on corn being milled into flour - won support of peasants by promising a redistribution of their land
But he changed sides and oppressed new peasant revolts - lost support of peasants BUT won that the landlords needed their help to restore law and order
Garibaldi needed peace and stability to use Sicily as a jumping odd ground for an attack on mainland - his obsession with a united Italy led him to betray Mazzini’s teachings
Report to Cavour in June 1860 showed it wasn’t well
Part of his law and order campaign, Garibaldi introduced Piedmontese laws into Sicily as a preparation for annexation by Piedmont + refused to hand over Sicily to Victor Emmanuel
Garibaldi was afraid Cavour would stop him using Sicily as a base for campaign against Naples
Cavour was surprised at Garibaldi’s success in Sicily and displeased at the public acclaim - Judged that Garibaldi was too much in the limelight and likely to take too much of the credit for himself for writing Italy
