• Appointed his former chaplin, John Bramwell as Biship of Londonderry
• Established new Irish court of High commission and crown land
• Was successful but alienated protestant Irish, isolated Irish and English Catholics and alienated Irish landowners. N.b. Earl of Cork
• Force juries to return former church and crown land
